2025 – 2027 BIENNIUM
Multiple Building Roof Repairs and/or Replacement

Neesam new roof system with better drainage; including expansion joints, seams, joints and Powerhouse- multiple levels in poor condition. Tuck pointing is also a concern in these areas and may need to be addressed at the same time as the roof replace/repair
Alternative
Do nothing. Deterring roof replacement or repairs will result in emergency repairs and failure which will inevitably result in a more costly project.
Steam Tunnel Updates

The majority of the steam tunnel system on campus are in need of updates for health and safety of the campus and the power plant staff. These updates would include valves, lighting, insulation and seal jackets, access panels, piping conditions, support upgrades and hangers.
Alternative
Do nothing and risk life safety and campus safety creating an emergency situation at a later date.
DDC Controls upgrade
$3,000,000
Convert the campus from pneumatic systems to electronic low voltage systems that works with Metasys for better and more efficient control of building systems. This would include control valves many of which are located within the ceilings. This project would coincide with the all-agency ceiling replacement project listed below.
Alternative
Do nothing and continue to seek out replacement parts for obsolete pneumatics. This could become an expensive emergency repair at a later date.
STEM classroom

Convert an existing classroom lab space in Cochran to a stem class space with ventilation, electrical and safety needs for welding, building etc.
Alternative
Do nothing and not provide adequate STEM experiences for the students at WESP-DHH.
Ceiling Tile Replacement

The majority of the ceiling tile at this school is very old and in poor condition. These tiles should be replaced with new humidity-resistant tiles. There is approximately 182,000 square feet of tile that should be replaced. In addition, much of the grid work is rusted beyond repair and must also be replaced.
Alternative
Do nothing. Leaving the ceiling tiles as is would create a poor impression of the school as well as pose a potential safety hazard. In the event the grid work were to rust, this would result in the ceiling tiles and grids to fall and potential hit staff and/or students.
Masonry Repairs/ Wall Cladding

Add Reheat hot water boiler to Chesebro

The original build did not include reheat. This has created problems during cooling season and spring/fall seasonal changes. It would be more efficient and provide better
outcome for the longevity of the current building systems.

Do nothing and continue to struggle during cooling season and seasonal changes. This is also proving to be harder on the existing equipment which will continue to have costly repairs.
Exhaust/Ventilation/Dust Collection System
The carpenter shop does not have a dust collection system; thus, it does not meet state codes for this type of facility. There is a paint booth attached to the carpenter shop that also does not meet state codes. According to the fire marshal, both areas are not to be
used until they are brought into compliance. This project would also replace the existing exhaust system with a code compliant exhaust unit for welding in the powerhouse. At the present time, because minimal exhaust standards are not being met, all welding at the school has been suspended.
Alternative
Do nothing. Until further action, all welding and painting have been suspended at the recommendation of McNeil Environmental. These activities and the dust collection system are in violation of state building codes. There is no available nor feasible alternative to mitigate risks and meet state codes.
Update fire alarm system

Replace Sanitary/Domestic Supply Plumbing

This project will replace the approximately sixty-year-old domestic and sanitary plumbing. Numerous problems over the past dozen years indicate that replacement is required. The plumbing has reached or exceeded its useful life expectancy of thirty years and maintenance problems, including blockages and sanitary venting, are prevalent.
Alternative
Do nothing. Deferring maintenance will result in supply line failure. In the event that supply lines did not receive necessary updates, structural failure will result in more costly emergency repairs.
Asbestos Abatement Floor Tile
$300,000
The tiles in the hallways in Cochran, the Power Plant, and Robinson buildings are loose and popping up. The tiles are so loose in some areas that they cannot be stripped and waxed. They have been identified to contain asbestos. The adhesive that holds them also contains asbestos. The classrooms in Robinson have carpet that is over 20 years old. The carpets are worn and need to be replaced. The carpeting is over asbestos tile. Carpet replacement may result in tiles coming loose and thus abatement will be needed. The tiles will have to be removed and replaced with an appropriate surface or carpeting.
Alternative
Do nothing. Failure to remove the asbestos will result in violations of asbestos code. The Robinson area carpeting can be left in place, but this carpeting is in such poor condition that in a matter of time it will be threadbare and pose a safety hazard to students and staff.
DLS (daily living skills) classroom

Convert an existing classroom in Chesebro to a DLS class space to include kitchens space, washer/dryer space and living quarter space for teaching daily living skills.
Alternative
Do nothing and not provide adequate DLS experiences for the students at WESP-DHH

2027 – 2029 BIENNIUM
New Auditorium replacing Huff building
$15,000,000
Demolish and construct the new auditorium/ lecture hall with lobby, stagecraft in the Huff Hall footprint but away from the hill with stair tower for access. The campus does not have auditorium space and must use the Neesam Gym with chair set ups for school assemblies, plays and graduation. This is hard on the upkeep of the gym floors and causes costly damages and repair needs.
Alternative
Do nothing. The cost required to restore Huff Hall into compliance would be equivalent to the cost of the demolition and construction of a new auditorium/lecture hall with lobby, and stagecraft.
2029 – 2031 BIENNIUM
Window Replacement
$500,000
Replace windows in Cochran, Robinson, Pie and Hannon. The windows are beyond their useful life and no longer energy efficient. Many windows have broken pieces that are becoming obsolete and harder to find.
Alternative
Do nothing. Deferred replacement will result in higher energy costs and potential failure.
Remodel Ventilation and Expand Health Center
$1,000,000
This project will update and expand the existing health center. The current health center was built in 1989. The project will include 3,200 gross square feet of interior demolition and remodeling and an addition of 1,170 gross square feet. This will also include abatement and additional air circulation.
Alternative
Do nothing. The current health center does not meet the needs of the target school population. The school’s enrollment has shifted from a population of deaf students without additional disabilities to the current situation where 50 percent of WSD’s students exhibit multiple disabilities. As a result, the health center needs to include treatment rooms that allow for privacy. This space also needs better air circulation for life safety.
